Andy Bowne

Tarrant County College, SE
Ex Officio

Dr. Andy Bowne has over twenty years of senior leadership experience in community colleges, including Grand Rapids Community College, Ivy Tech Community College, and Johnson County Community College. At Johnson County Community College, he served as President & CEO, focusing on student success, community service, and enrollment growth. At Ivy Tech, he advanced from Regional Chancellor to Senior Vice President and COO, overseeing 18 campuses. At Grand Rapids, he successfully led non-credit training and fundraising, securing over $60 million in funding.

Dr. Bowne has over 12 years of adjunct teaching experience and serves on the Ferris State University Advisory Board for the Doctorate in Community College Leadership. He is an active community member, volunteering on various boards and coaching Special Olympics athletes.

His career also includes roles in training, organization development, and economic development. He began his career at Calvin College as a resident director and has always enjoyed engaging with students.

Dr. Bowne holds a Doctor of Education, a master’s, and a bachelor’s degree from Western Michigan University. He completed the Aspen Institute’s Rising Presidents Fellowship in 2018 and the New Presidents Fellowship in 2023.

Jaylen Corwin

Pinnacle Bank
Director

Jaylen Corwin is a banking professional with a strong focus on commercial lending and expanding business banking relationships. Originally from Michigan he moved to Mansfield, Texas in 2008 and graduated from Timberview High School in 2014. Jaylen then attended the University of Arlington where he graduated with a Bachelor’s degree in Business Management.

 

Jaylen joined Pinnacle Bank in February of 2020 and was deeply involved with the implementation of the PPP program for the Mansfield location. He was part of a team that provided access to PPP Submission and forgiveness that affected an estimated 11,000 employees of small businesses throughout Pinnacle Bank’s Texas footprint. Jaylen currently serves as a Commercial Loan Officer and Treasury Management Consultant  and brings a unique ability to problem-solve to the role and prides himself on that ability.

Levy Do D.D.S.

Chair

Dr. Levy Do, originally from Vietnam and raised in Broken Arrow, OK, holds a bachelor's degree in zoology and a Doctor of Dental Surgery from the University of Oklahoma. A passionate leader in dentistry, Dr. Do has earned multiple certifications, including a Fellowship in the International Dental Implant Association and advanced training in implant surgeries and full-arch restorations.

Beyond his practice, Dr. Do is deeply committed to the Mansfield community. He mentors aspiring dentists, educates children on oral hygiene, and leads initiatives like "Smile Saturdays" to provide free dental care for those in need. An active member of the Mansfield Area Chamber of Commerce, he enjoys supporting local businesses and community events.

Outside of dentistry, Dr. Do cherishes time with his wife and daughters, Charlotte and Savannah, and serves with his church’s Kids Ministry Music team. His dedication to community impact and creating beautiful smiles defines his personal and professional mission.

Lisa Richardson

Director

Lisa Richardson serves as the Chief Executive Officer of the HIM Food Bank in Mansfield, Texas, where she leads organizational strategy, operations, and community engagement to combat food insecurity and support families in need. With over 25 years of leadership experience spanning corporate government contracting and non-profit grant writing, Lisa brings a unique blend of strategic insight, operational excellence, and mission-driven stewardship to her role. Prior to leading HIM Food Bank, she cultivated deep expertise in fundraising, community outreach, and organizational development, grounded in a commitment to dignity and service. A Mansfield native and University of Texas at Arlington alumna, Lisa is deeply invested in strengthening local partnerships and expanding essential services to enhance community well-being. Her leadership reflects a dedication to compassionate action and measurable impact

Toby Yeary

McKnight Insurance Services, LLC
Secretary

Toby is the managing agent of McKnight Insurance Services. Prior to joining the agency, Toby owned and operated a landscape and irrigation company where he worked for and with contractors. After his transition into the insurance industry, he focuses his time on working with business owners in the contractor-based service industry, using his background knowledge to craft a strong risk management strategy and guide owners through the insurance process.

Allan Beck

Baylor Arlington Orthopedic and Spine Hospital

Allan Beck is the Chief Executive Officer at Baylor Scott & White Health, a role he has held since October 2009. With over 16 years of experience at Baylor Scott & White, he has held several key positions including Chief Nursing Officer at Baylor Scott & White Orthopedic and Spine Hospital and Baylor Surgical Hospital at Fort Worth. Prior to these roles, he served as a Director within Baylor Scott & White Health and as a Hospital Administrative Supervisor at Baylor Heart & Vascular Hospital. His career in healthcare began as a Registered Nurse at Baylor University Medical Center, following his service as an Army Medic in the US Army.


Beck holds a Master of Health Care Administration from The University of Texas at Arlington and a Bachelor of Science in Nursing from Texas Tech University Health Sciences Center. His leadership in healthcare administration is marked by a deep commitment to patient care and organizational excellence.

Rustin Brunson

Rustin, the founder of Brunson Law, is a distinguished attorney renowned for his extensive jury trial experience, a rarity among civil attorneys. With a dynamic career in both state and federal courts, he has successfully tackled a wide range of cases, from breach of contract to high-stakes criminal defense. Prior to establishing his firm, Rustin gained significant trial experience at the Law Offices of Orsen E. Paxton, III, P.C., and the Jim Ross Law Group, P.C., where he led numerous cases and managed junior attorneys. His expertise extends beyond litigation, encompassing substantial roles in managing client risks and aiding in their business growth through private equity offerings and multi-million dollar mergers and acquisitions.


Beyond his professional accomplishments, Rustin is deeply rooted in his community in Tarrant County, Mansfield and Arlington. His firm, Brunson Law, is dedicated to providing tailored legal solutions to a diverse client base. Residing in Mansfield with his wife, Amanda, and their two daughters, Rustin is committed to using his practice to positively impact his community.

Bobby Clark serves as Chief Financial Officer for Southern Packaging, LP, where he leads the company’s financial strategy and operational planning within the competitive packaging supply sector. With a strong foundation in business and financial leadership, Bobby brings seasoned expertise in strategic planning, fiscal stewardship, and organizational growth. His professional journey is grounded in comprehensive financial management and a demonstrated ability to align financial operations with long-term business objectives. Bobby earned his Bachelor of Business Administration from The University of Texas at Arlington, and his strategic insight continues to advance operational excellence across the organization. In his board role, he contributes forward-thinking financial acumen and governance leadership to support sustainable community and business development. 

David Dowd

David M. Dowd co-founded AlÄ“vCare™ Hospice and serves as the President and CEO.  He acts as the visionary for the agency providing direction for team development and guidance as well as day-to-day operational support across various roles.

David’s experience, before establishing AlÄ“vCare™ Hospice, includes 20 years in healthcare sales and management with a focus on medical devices in the cardiovascular and electrophysiology space.  David embarked on his healthcare career in 1997 as a Sales Representative with Johnson & Johnson’s ETHICON Division followed by various sales and leadership roles with Medtronic and St. Jude Medical.  Most recently, he worked as the Regional Sales Director at Abbott for the Southern US.

Dowd earned his Bachelor’s of Business Administration in Marketing from Texas Tech University’s Rawls College of Business.  He moved to south Arlington, Texas in 1978.  He actively serves the community and is an advocate for children through his support of Young Life.  David and his wife, Mimi, live close to the Chamber with their two children whom attend Mansfield Legacy High School.

Fatima Nabi

Medical City Arlington

Fatima Nabi is the Director of Business Development at Medical City Arlington, bringing 15+ years of experience in healthcare strategy, provider relations, and market growth. Since joining MCA in August 2025, she has focused on expanding the hospital’s provider network, strengthening physician partnerships, and advancing strategic initiatives that support high‑quality, accessible care in the Arlington community.

Previously, Fatima served as Business Development Manager at Baylor Scott & White Medical Center – Irving, where she helped drive one of the hospital’s strongest financial years through data‑driven outreach, streamlined referral pathways, and optimized OR utilization. She partnered with more than 25 Health Texas Provider Network and independent practices across Irving, Coppell, and Grand Prairie to enhance access and care coordination.

Fatima holds a Master of Science in Health Care Administration from Rutgers University. Originally from the East Coast, she relocated to Texas in 2020 and is passionate about building strong relationships with providers, community leaders, and business partners to support a stronger, healthier region.

Ovi Ozuna

Treasurer

Ovi Ozuna is a seasoned banking professional with a strong focus on commercial lending and business banking relationships. Currently serving as the AVP Commercial Loan Officer at PlainsCapital Bank since March 2023, Ovi brings a wealth of expertise to the role, honed through nearly a decade of experience in the financial services industry. Prior to joining PlainsCapital Bank, Ovi held the position of VP Business Banking Relationship Manager at PNC, where he worked from October 2021. His tenure in the banking sector also includes a significant period at BB&T, where he was a Market Leader IV from September 2015 to November 2021. 


Ovi's professional journey is underpinned by a solid academic foundation, with a Bachelor's degree in Information Technology from The University of Texas at Arlington (1996-2001). His role at PlainsCapital Bank in Mansfield, Texas, and his previous position at PNC in Las Collinas, Texas, highlight his deep involvement in the Texas banking community. Ovi's expertise in business banking financial services, combined with his leadership and relationship management skills, make him a valuable asset in the commercial banking sector.

Tiffanie Spencer

Dr. Kimberley Cantu is entering her 27th year of service in public school education with 21 years of service to MISD. She began her career as a teacher and coach at Llano High School in 1992. The following year, she accepted a teaching and coaching position at Mansfield High School where she spent five years in the classroom before becoming an assistant principal and then the academic associate principal of Mansfield High School.

Donald Williams

Director

Donald Williams currently serves as the Legislative Leader for Mansfield ISD, where he directs the district’s governmental affairs strategy and advances key legislative priorities that support students, educators, and the broader community. In this role, he leads stakeholder engagement efforts, strengthens relationships with policymakers, and ensures MISD’s voice is represented in statewide conversations impacting public education.

Prior to stepping into this districtwide advocacy position, Donald served as Assistant Superintendent of Communications and Marketing for Mansfield ISD. During his tenure, he oversaw strategic communications, brand stewardship, and community engagement, elevating the district’s public presence and strengthening transparency across all stakeholder groups.

A graduate of Texas State University, Donald is widely recognized for his collaborative leadership, strategic insight, and steadfast commitment to advancing public education. His work reflects a forward-thinking approach to policy, community partnerships, and district advocacy.

Lori Williams

The Mansfield Area Chamber of Commerce

Lori Williams is the President and CEO 

Her definite chief aim is to create change in the thoughts and minds of those around her to inspire growth. 

Prior to the Chamber Lori was a past Advisor and Trainer to the Business Community, Military, Professional Baseball, Retail and Staffing Industries since 2001. Lori worked with the Local Entrepreneur to Fortune 500 Companies and from National to International.

"I believe that the only constant in life is change ... every business will experience periods of growth until it reaches a plateau. At every plateau, decisions for change must be made to inspire growth once more. If a business "stays the same" and the decision for change is not made, a business declines". 

Lori started her career in outside sales in 1982. She quickly moved to Branch Management, Area (multi-office) Management to Regional. Her training career started as Area Vice President/Franchise Support. Supporting 43 offices in 5 states. She is an Agent of Change - Trainer, Public Speaker, Published Writer and Business Consultant.

Lori is very strategic in thought with the ability to see various possibilities turning thoughts and ideas into action. She can quickly assess the unique qualities in people and how they can work more productively together.  An incredible forward thinker with a constant focus on changes ahead and how to adapt to those changes.
